Marcia Tulloch was born in Barton's, St. Catherine. She is the last of ten children to Alfred & Evelyn Tulloch. She attended Barton's All Age School, Tacious Golding High School, and later Weston Collegiate Institute (high school) in Toronto, Canada.

Marcia holds an Associate in Accounting from the CCI Institute (College) in Toronto, Canada, and Certificate in Early Childhood Education from Mother Craft Society of Canada.

Her love of children along with her training at the Mother Craft Society of Canada (where she completed a nine months certification course), gave her the opportunity to do a number of years in voluntary work with children including children with special needs such as Autism.

Marcia has two sons and one daughter.
